The Jupiter's moon Europa has all the requirements to be colonized by humans. Europe even has a thin atmosphere composed of oxygen. In fact, colonization has begun, and it is a challenge not only technological but also legal, economic, political and social.

Our goal as colonizers is to develop the best political-economic system so as to allow free and fair Europe, where the rule of law prevails and individual freedoms. First we ask, "Who owns the moon Europa? Who are the beings who are entitled to use its resources? It's easier than it seems to answer this question. The moon Europa by right belongs to all beings with rights. Who are "beings with rights"? Beings with rights are all living sentient beings (also called living beings or sentient beings). All beings who experience sensations, all beings who are capable of feeling, to have experiences, they are beings with rights. The living sentient beings are entitled to be respected, have the right to use available resources to satisfy their needs, and are obliged to respect the other living sentient beings. Europe is owned by the living sentient beings The question is not, "Can they reason?" nor, "Can they talk?" but, "Can they suffer?" Europe is owned by the living sentient beings. But the living sentient beings are not just Human Beings. All mammals experience feelings, are able to feel, to have experiences. Probably all animals after a certain level of complexity are living sentient beings. The cells are not living sentient beings, nor the species. Cells and species have no rights. Only individuals has rights. Until now, human beings recognize the living sentient beings for their similarity to ourselves. That is why we usually consider a living sentient beings are beings who "have a face." Surely in the future we will update this definition, but for now it is better to have this definition than to have none. Probably the best approach is to consider the concept of living sentient being as a gradual thing: something that can be greater or lesser, and not something that is completely or is not in any way. However, we are not certain whether life, the subjectivity and sensitivity are acquired gradually or absolutely. Really the only thing we can be sure is the fact that we feel, perceive and experience, subjectively. In any case, we are confident that at this time, establish a legal system which states that people are entitled Human Beings, and all mammals and all animals with a face, is a necessary step towards the welfare of all Sensitive Living Things. That is why we form the government of Europe with the sole mission of ensuring the welfare of all living sentient beings.
